警惕诈骗!!!提醒新老生警惕来自警方的关于international student tax的诈骗电话

我于2018年6月4日中午10:50左右接到了自称奥兰多警方的诈骗电话。现将经过描述如下,希望个人经历能够为新老生提供经验,帮助新老生提高警惕!

将近中午时分接到了诈骗电话。对方男,自称是奥兰多警局的警官。首先核实身份,对方能准确报出我的姓名,住址,同时知道我在UF的入学时间。核实身份后问我今天是否接到了当地警局的电话,或者最近两日是否收到警局来信。我说没有收到电话,这两天也没有查邮箱。

他接着说有三个和不正当报税相关的案件与我有关。一。。。二。。。三。。。我当时完全没反应过来,不知道他在说什么。

他继续说,我现在给你解释案件,你中间不能打断我,必须从头到尾听完,之后我会留时间给你提问。我说好。

他说因我于2015年初没有提交 IRS 8863 表(我2014年8月入学,2015年初第一次报税),且几经IRS寄信通知都未得到回复,进而涉嫌不正当报税,若不将欠款补齐会被处以7天-6个月监禁,冻结银行账户,取消学位,签证失效并遣返回国。但因我从未有过入狱记录,所以打电话来询问我是否愿意配合警方和IRS处理好案件。

我记得当时听到这一连串的威胁,瞬间心跳加速!冷静了一下说我当然选择处理案件,我不想坐牢。对方告诉我需要到Gainesville IRS填写8863表格,并缴纳近$10,000的费用,还特意强调其中的90%可以退还。对方问我现在是否有这么多钱,我说没有,对方让我查询银行账户,我如实告诉他我现在银行账户中的存款总额(不够缴纳全部费用)。他说没关系,剩余的款项可以分期付款。我询问了甘村IRS的位置并记录。

之后他开始询问我的gatorlink username和passwords,说因为我是通过UF报税,故需要登录我的UF账户。我心里起疑,因当时在RA工作的地方,就想问一问其他同学有没有交过8863。于是我就和对方拖延了一下时间,慌称忘记了密码因都是直接保存在电脑里,同时mute了手机。对方可能感觉到了我的犹豫,在我刚走出办公室门口时接到了+1(911) 打来的电话。是一个女声,同样的开场白,问我今天是否接到了地方警局的电话。我说我正在接听。她说我涉嫌不正当报税,既然当地警方已经联系到我,就让我全力配合警方的工作,然后挂断。之后,那个自称警官的人马上又打进来,问我passwords准备好了吗?我当时相信了911的来电,所以就把password告诉他了。密码泄露时间大概为11:15。

之后他说半小时之内会有两个警官到家里见我,跟我说一下案情并签署一些文件。我说我现在不在家里。他问我是否在大学。我说没有,在上班的地方,不在学校。他问距离,我说15分钟车程。他说你可以请一个小时的假,但是必须对单位的人保密案情,请假时只能说是个人紧急事务。他同时还要求在警官上门之前,我不能挂断电话,必须保持电话畅通,且因为这个通话是联邦政府监听下的,所以也不能mute手机。总归就是在警官到来之前我说的所有话他必须都能听到。

我请假并开车回家。但毕竟心中还是有疑问,所以不停的想问题套他的话,希望找到能够说服自己的破绽。回想当时的心情,虽然心里有50%认为对方是诈骗,但是因为那一系列的威胁,尤其是拘留还有取消学位,让我很难下决心挂断电话,害怕万一是真的。

我说我从来没有收到过IRS的任何信件,我每周至少查两次邮箱,而且除了确信的广告之外每封信都会拆开看。他说IRS应该是送的需要签收的信件,黄色信封,一般是留条在信箱通知你去邮局取。。。我起疑,因为需要签字的信件投递之前都会有短信确认,而一般放在邮箱的纸条都是普通的包裹,因无法放在信箱或locker中故留条通知,去邮局取时也不需要签字。

之后我问他是每个国际生都需要提交8863表格吗?他说是,还安慰我说你其实不用太紧张,因为我现在手头上就有17,000 多个和你相似的案件。我问他是佛州还是整个美国?他说整个美国。我心里再次起疑,首先他一个人处理17,000个案件?再次这个数字佛州17,000过多,但是整个美国17,000又太少。这个纯属个人感觉,只是觉得这个数字不太合理。

之后我又问他,如果我在2015年就提交8863的话要交多少钱?他顿了一下说$3000。我问每个来美国的国际生都需要交这$3000美元吗?他说是。到此为止我心里90%肯定他是诈骗。

剩余10%的不确定是因为当我问他是不是警官上门就需要付钱,他说不用,也不需要我提供银行账户信息。但是我必须在今天下午17:00 IRS 关门之前交上一部分欠款。(其实到现在也没想明白,他们光要走UF的账户有何用?)

之后我告诉他我到家了,他说半小时之内会有两个女警官上门。我还想继续问他问题,他说能不能给他15分钟时间处理一下我的案件,还再次特意强调不要关手机。

虽然此时的我90%确定他是诈骗,但仍没有挂断电话,心里的那份犹豫现在想来真的绝大部分来自取消学位的威胁。就连入狱都没有取消学位对我的威胁更有力!这时我拿起手机给学院的小秘发了一封求救邮件。此时是11:45,距离我的密码泄露大概有30分钟的时间。小秘于11:47回复了我的邮件。我只看到了第一句话 This is a scam 就马上冲到电脑前用最快速度修改了密码。在改密码期间我的手机还处于通话状态。11:50对方直接挂断!

之后我给911和UFPD打电话备案,给UFIT helping desk打电话查看我的账户状态。我的密码泄露大概35分钟时间,没有造成任何损失。

IRS Warns of Latest Scam Variation Involving Bogus “Federal Student Tax”

IR-2016-81, May 27, 2016

WASHINGTON — The Internal Revenue Service today issued a warning to taxpayers about bogus phone calls from IRS impersonators demanding payment for a non-existent tax, the “Federal Student Tax.”

Even though the tax deadline has come and gone, scammers continue to use varied strategies to trick people, in this case students. In this newest twist, they try to convince people to wire money immediately to the scammer. If the victim does not fall quickly enough for this fake “federal student tax”, the scammer threatens to report the student to the police.

“These scams and schemes continue to evolve nationwide, and now they’re trying to trick students,” said IRS Commissioner John Koskinen. “Taxpayers should remain vigilant and not fall prey to these aggressive calls demanding immediate payment of a tax supposedly owed.”

Scam artists frequently masquerade as being from the IRS, a tax company and sometimes even a state revenue department. Many scammers use threats to intimidate and bully people into paying a tax bill. They may even threaten to arrest, deport or revoke the driver’s license of their victim if they don’t get the money.

Some examples of the varied tactics seen this year are:

  • Demanding immediate tax payment for taxes owed on an iTunes gift card.
  • Soliciting W-2 information from payroll and human resources professionals (IR-2016-34
  • “Verifying” tax return information over the phone (IR-2016-40
  • Pretending to be from the tax preparation industry (IR-2016-28

The IRS urges taxpayers to stay vigilant against these calls and to know the telltale signs of a scam demanding payment.

The IRS Will Never:

  • Call to demand immediate payment over the phone, nor will the agency call about taxes owed without first having mailed you a bill.
  • Threaten to immediately bring in local police or other law-enforcement groups to have you arrested for not paying.
  • Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe.
  • Require you to use a specific payment method for your taxes, such as a prepaid debit card.
  • Ask for credit or debit card numbers over the phone.

If you get a phone call from someone claiming to be from the IRS and asking for money and you don’t owe taxes, here’s what you should do:

  • Do not give out any information. Hang up immediately.
  • Contact TIGTA to report the call. Use their IRS Impersonation Scam Reporting web page or call 800-366-4484.
  • Report it to the Federal Trade Commission by visiting FTC.gov and clicking on “File a Consumer Complaint.” Please add “IRS Telephone Scam” in the notes.
  • If you think you might owe taxes, call the IRS directly at 1-800-829-1040.
